Did John Hamilton break the law?

Does John Hamilton have the legal authority to unilaterally remove someone who has already been appointed to the parking commission?

On December 8, 2020, Mayor Hamilton appointed Joseph Bortka to the parking commission until January 31, 2022.
Where's the mayor's authority to "retract" commission appointments? Such appointees serve for a term of years–not at the mayor's pleasure. (Bloomington Municipal Code 2.08.020.)
Of course, a mayor has no authority to deprive any of his appointees of their constitutional rights to free exercise of religion and free speech. This is true whether they serve for a term of years as a commission or board appointment or at his pleasure as an employee.
Joseph Bortka's appointment to the commission doesn't end until January 31, 2022. He's still a member of the commission by law–which is not the same thing as the mayor's whim.
