How a bill becomes a law
Schoolhouse Rock is outdated. This is the new process:
1. Congress introduces and passes a very vague bill.
2. The President signs it.
3. The bureaucracy passes a bunch of "rules" that have the force of law, to implement the law.
The effect is that the constitutional system of checks and balances is inverted as Congress cedes authority to the executive branch, thereby making itself the vestigial organ of American government.
