The same might be a necessary precursor to a federal abortion ban. (BTW, a federal ban on abortions after 12 or 15 weeks, with exceptions broader than "the mother will otherwise die tomorrow," would be less likely to lead to massive decades-long conflict than a more far-reaching ban.)
